Release checklist steps 8 and 9: VERSION back to (2, 5, 0) with PRE_RELEASE 'dev', a 2.5.0 Unreleased entry in the release log, and DEFAULT_BASELINE 2.4.1. v2.4.1 is the first tag carrying the snapshot, so AGENTS.md's release step 1 is snapshot.py --since alone and the compare.py fallback is for releases before it.
