The Version Release PR still needs an admin merge #876

Description

@oryan-block

The "Version Release" PR from the release workflow still can't be merged without gh pr merge --admin. #872 dispatches pull-request.yml on version-release, and on #873 the build (N) runs did pass on the PR's head commit. But GitHub doesn't link workflow_dispatch runs to a PR, so the required checks never showed up and the PR stayed blocked after an approval.

Each of these PRs (#827, #847, #873) also got a pull_request run stuck in "action_required" with no jobs. Since June, a PR opened with GITHUB_TOKEN gets its pull_request runs in an approval-required state, and someone with write access starts them with Approve workflows to run in the merge box (changelog, docs). Those are the normal PR checks, so they should count.

A GitHub App token or a PAT would skip the approval, but both need new secrets.
